Issue:
When Control Center Service enabled the "Use Sub Stream FIFO" option, and there are 4 or more connected to VMS remotely, there is a chance where VMS local camera streams would appear to be bitrate = 0 kpbs.
Note: Geo Mpge4 compression option does not have the same issue.
Root Cause:
It's a software bug.
Patch / Procedure ( GV-VMS_V17.1.0.001.exe):
1. Close all GV-VMS related software
2. Apply GV-VMS_V17.1.0.001.exe
3. Restart VMS
