Improved:
1. GV-NVR Camera DB can be transferred to GV-VMS directly
2. Fixed the issue that sometimes GV-VMS will take longer than GV-NVR to get live views under low bandwidth condition.

1. When using GV-Edge Recording Manager live view PTZ panel, if the user closed the PTZ panel before the camera stops moving, then the camera will not stop.
2. Snapshot button is not working in Fisheye dewarping mode when GV-VMS v16.11 is using under a PTU language system

4. HikVision cameras via ONVIF might have the unstable stream (the time gaps between frames are inconsistent, 10 ms ~ 2xx ms) that can cause VMS to record incorrectly, and the timeline display incorrectly (RTC mode timeline might have gaps).

6. When GV-VMS is set to I/O trigger Email alert and VMS Email interval time. If the I/O was triggered multiple times within the time interval, the next time when the I/O is triggered, the time stamp in the email will not match the actual sent time due to the time record error.
