Issue:

An issue arises while attempting to process a VMS v17.47 FBR file that originates from a VMS server operating on a version of Windows (10 & 11) in the "Japanese" language.

Response:
You have two options to resolve this.

[ Option 1 ]
Utilize the provided updated GV-FBR tool to restore your previously backed-up FBR file. You can restore it either to the original VMS server with v17.47 installed or to other VMS servers operating on v17.47.

[ Option 2 ]
1. Navigate to Control Panel > Clock and Region > Region > Administrative > Modify system locale > Activate "Beta: Use Unicode UTF-8 for worldwide language support”

2. Reboot the computer.
3. Double-click on the archived FBR file.
